UNION CLUBS POLICY The Union must maintain a policy and mechanism for the recognition of campus organizations. All such organizations, wishing to use “University of Toronto Students’ Union” or “U.T.S.U.” in their names, and all groups wishing to avail themselves of Union services and to participate in Union sponsored events, must first be recognized by the Union. All recognized clubs shall be required to advertise broadly on campus. Only Union recognized clubs shall be granted access to long-term or short term funding provided by the Union. The St. George Clubs committees have the right to fund inter-collegiate and inter-students' union events. “Members” are defined as University of Toronto Students’ Union (U.T.S.U.) members, unless specified. Note: Campus club(s), group(s), and campus organization(s) are used interchangeably and are only referred to St. George campus-recognized clubs. RECOGNITION GUIDELINES Responsibility for the implementation of this policy is delegated to the Clubs Committee and Vice-President Campus Life, or designate. In the case of denial or withdrawal of recognition, a statement of reasons will be provided. All administrative decisions to grant, deny, or withdraw recognition will be reported regularly to the Union's Board of Directors for ratification. The Union recognizes all course unions recognized by the Association of Arts and Science Students' Union (ASSU) and the Engineering Society (EngSoc). Recognition of campus groups shall be assessed annually to the following constitutional criteria: 1. The objectives and activities of groups seeking recognition should be seen as attempting to contribute to the educational, recreational, social or cultural values of the University of Toronto community. 2. Recognized clubs must uphold the Canadian Human Rights Code. This includes policies that uphold discrimination for race, national or ethnic origin, colour, status, creed religion, sex, sexuality, gender identity, age, class, mental or physical ability or political orientation. 3. Recognized campus groups may not engage in activities that are essentially commercial in nature. This is not intended to preclude the collection of - membership fees to cover the expenses of the organization, or of charges for specific activities, programs or events, or to prohibit groups from engaging in legitimate fundraising. However, a recognized campus group cannot: i. have as a major activity a function that makes it an on-campus part of a commercial organization. ii. provide services and goods at a profit when that profit is used for purposes other than those of the organization. iii. Individual financial compensation to some or all of its officers/executives 4. Union recognized groups must have a minimum of 30 members, comprised of at least 51% Union members. 5. The Union requires a club's constitution to have a: • name • mandate/purpose • organizational structure ( including executive structure) • definition of membership • financial and administrative procedures The Union will provide constitution templates to groups. 6. At least 75% of leadership positions of a Union recognized club must be filled by members of the Union. 7. Student levy groups are not eligible for club recognition. 8. Clubs must maintain a bank account in the group’s name and must notify the Union of their two signing officers annually in writing. 9. If a club acts in a manner that is inconsistent with its constitution, the Union will revoke its recognition. The club may apply for recognition status at the start of the next academic year. i. Clubs will be given at least one month’s notice to make any necessary changes to avoid removal of recognition from the Union. 10. Club Recognition must be renewed between May 1 and March 1 of any given fiscal year and requires an updated membership list, a copy of the club's constitution (with or without any constitutional changes), and a completed Clubs Recognition form. 11. Club members are required to apply for Union Clubs Recognition annually. 12. The Union will not recognize a club that replicates the function, principle or name of another recognized club to be determined by the Clubs Committee. A proposed club which bears similarities of another recognized club but insists on a difference for purposes of recognition may address the Clubs Committee as to why the proposed club should be recognized and be considered to receive funding. 13. There shall be at least one (1) Clubs Services/Training Meeting hosted by the Union per academic term. All Union recognized clubs are required to send at least two (2) representatives to this meeting. 14. Union recognized clubs should aim towards implementing the Union’s Sustainability Policy during club events: FUNDING GUIDELINES The Union's Clubs Committee will assign funds to clubs in accordance with established guidelines outlined below. The Committee will make short-term or long-term grants to clubs and ad-hoc requests will be considered. 15. Clubs may apply for summer funding. Summer funding will follow the short-term funding model. Clubs are eligible to apply for a maximum of $250 for summer funding. The deadline to request for summer funding is June 15 of any given year. 16. Short-term funding may not exceed over $500. 17. A group may not apply for both short-term and long-term funding in the same given fiscal year. 18. The Clubs Committee shall consider funding requests according to the following regulations: a) Any groups applying for funding must be a Union recognized club. b) Groups receiving levies are ineligible for funding. c) Initiatives that receive funding shall be done in such a way that they are not aimed at generating profit, and that they maintain a limited amount of corporate involvement. d) Relevant criteria include, but are not limited to: • Projected participation rate of Union members • Level of outreach • The existence and/or significance of other funding sources e) A group has attended 100% of Clubs Services/Training Meeting. 19. Each grant request shall include: a) A completed Union funding form. b) An itemized budget and expense statement. Union funding cannot be used to cover more than 50% of the total expenses involved in a proposed event for short-term funding application or total expenses presented in a long-term funding application. The submitted budget must follow the U.T.S.U. budget framework. c) Descriptions of the events as well as sample promotional material, if available. d) Complete grant requests must be submitted to the Vice-President Campus Life a minimum of one (1) month prior to the event taking place. e) The Clubs Committee can request an independent evaluation of the budget or conduct an audit if it wishes. f) The deadline for long-term funding and short-term funding applications will be October 15th and March 1st respectively. For clubs who have submitted a completed application, best efforts will be made to notify the club of any funding decision by November 15 of any given year. g) The current membership list of the group. This includes, but is not limited to, name, e-mail, student number and member status. 20. The Union will generally not subsidise funding for the following expenditures: a) alcoholic items and/or beverages b) capital assets including, but is not limited to: i. electronic equipment ii. Furniture c) business cards d) club apparel e) honoraria and personal compensation FUNDING DISTRIBUTION Upon the approval of the Board of Directors, funding distribution will be forwarded to the respective groups based on the amount of funding and the following criteria: 21. $1-$500 70% of the grant will be forwarded to the group. Each individual or group which receives a grant must submit a final financial statement of account for the project funded, including receipts, pictures of the event if available and a brief description of the event within one month of the completion of the event. Upon receipt of this documentation, the group shall receive the final 30% of the grant. However, should the group fail to comply with any of the guidelines in this document; the second instalment of the grant will be withheld. 22. $500-$2000 50% of the grant will be forwarded to the group. Each individual or group which receives a grant must submit a final financial statement of account for the project funded, including receipts, pictures of the event if available and a brief description of the event within one month of the completion of the event. Upon receipt of this documentation, the group shall receive the final 50% of the grant. However, should the group fail to comply with any of the guidelines in this document; the second instalment of the grant will be withheld. 23. Over $2000 40% of the grant will be forwarded to the group. Each individual or group which receives a grant must submit a final financial statement of account for the project funded, including receipts, pictures of the event if available and a brief description of the event within one month of the completion of the event. The second instalment shall be given in January. Upon receipt of this documentation, the group shall receive the final 30% of the grant. However, should the group fail to comply with any of the guidelines in this document; the second instalment of the grant will be withheld. The final and remaining 30% of the instalment will be received once all receipts are submitted. 24. Groups/individuals receiving funds must provide a post event financial statement, including all revenues and expenses accompanied by receipts to the Vice-President Campus Life, or designate within one month of the completion of the event, in order to receive the balance of the funding. 25. Union sponsorship recognition on all promotional and advertising materials regarding the event may be requested by the committee. Minimum fulfillment of the requirement, if requested, will be the following: the display of the Union logo and the words “Sponsored in part by the U.T.S.U., your Students’ Union” and display a Union banner at the event. It is the responsibility of the receipt to get the banner from the Union. 26. Failure to comply with the above guidelines in full will result in a group being ineligible for funding for a term determined by the Clubs Committee. The St. George and Mississauga Clubs Committees will also fund Unity Through Diversity (cultural diversity event) at the respective campus. Individuals who are attending an academic endeavour are eligible to receive up to $100.00 from the funding envelope for academic conferences. There shall be an envelope established every single year for 40 (forty) individuals, which 30 (thirty) will go to the St. George campus and 10 (ten) will go to the Mississauga campus. The Clubs Committee must set a deadline for the submission of all requests and review them at the same time. All clubs receiving funding shall be required to advertise broadly on campus.
